Was: Purpose-built state-owned reception facility situated on government land.

CETI Ceuta (Centro de Estancia Temporal de Inmigrantes) is a primary, open-regime reception facility located in the Spanish autonomous city of Ceuta on the North African coast. Inaugurated in 2000, it is managed by the Spanish central government.

Context & Operations: The facility provides temporary accommodation, basic health care, and social support for migrants and asylum seekers who have crossed the land border fence from Morocco or arrived by sea. It acts as a holding and processing area before individuals are either transferred to the Spanish mainland or processed for deportation.

Capacity & Conditions: Although its official baseline capacity is 512 places, the centre chronically suffers from severe overcrowding. During spikes in border crossings, it has frequently held double or triple its intended capacity, resulting in the erection of temporary military tents on the premises and placing intense pressure on local infrastructure and community relations.
